Dashboard Lights Off, Then On?

I drive the same way to work twice a week. Going underneath a overpass, my dashboard went completely dark...several seconds later....all good. First time it has happened, that I noticed in the year I have owened the car.
Next trip home from work....exact same spot....going under the overpass and the dash went out and came back on. Today, same spot, but this time on the way to work. The dash is on, but now my dash dimmer switch to the left of the headlight controls does nothing? Not sure what is going on, so I figured I would try here first.

Could it be you have the dash back-lighting dimmer setting, set too low?

How does the dash lighting look at night?

I think there may be 2 separate issues. Some sort of signal dimming my lights in the same area? And when I cover the ambient light sensor, my headlights go on, and I can adjust the brightness of the dash. When I remove my hand from the sensor, the headlights go off and I can no longer adjust the dash lighting. I never paid much attention to the dimmer light...maybe it only works in the dark?
