Easiest first - replace the RR TPMS sensor.
Power windows - on my 2013 the driver mirror was replaced due to a deer attack - it worked intermittently after the body shop replaced it. Took apart the door and reseated the connectors, fixed. If both are out totally, then you should check the owner's manual (download if you don't have one) for fuse locations for the mirrors. I found sometimes a fuse can look good and test good, but not work. Replace it or swap with a known good one of same value.
Surging - first would suggest checking for any codes, if you don't have an ODB reader, parts stores will often run scans for free. What I might to do before running codes, is try cleaning the throttle body and mass airflow sensor and see if that helps. Even if it doesn't help, it is good maintenance habit. Parts stores sell both throttle body cleaner (similar or same as old carburetor cleaner) and mass airflow sensor cleaner (not the same - it is an electronics cleaner which you can also use to clean electrical connections, like the mirror connectors)
