2017 Equinox heat stuck on

I'm working on a 2017 Equinox and the temp is stuck on hot. I pulled the actuator out and the blend door moves freely and the temperature changes from hot to cold if I move the door by hand. The actuator only moves about 1/16" in either direction when I turn the temp control knob so I replaced it with a new GM actuator. I pulled the HVAC fuse for 30 seconds and when I plugged it back in I could hear the actuators calibrating, but no change. It still blows hot all the time and the new actuator only moves slightly when I turn the control knob. What next?

I have 2019 Equinox and its the same. Hot air all the time. Gm I guess does not care as never any replys from them.

It’s something to do with the control panel. Rather than replace it I just moved the blend door for the season. Using the actuator as a key.
