Hi. New noise under the hood. Passenger side. Its a whirring. Not whistle. Not click. Not knocking. Its a definite whirring. Im having electrical dilemas at the moment. So I guess it could be anything. Could it have to do with the alternator. Or A/C?

Good odds. SERP belt has tensioners. Alt. Ac compressor. Many things.

Yep. My belt looks like it might need to be changed. I'm having all kinds of weird electrical stuff going on. Thinking maybe it all points back to the belt. Does that sound logical? Should I get the alternator checked first? Can I do that onboard? Or do I need to remove it and take it somewhere where they'll check it for me? Like Auto Zone etc.

Ironically, if you remove belt you have to rotate tensioner beyond its normal travel. Which can make it squeak or chirp. So, you might remove belt to check pulley bearings for noise. And now have stressed tensioner. Interesting theory. Suppose you could change belt and tensioner.
