In a video by TRQ they suggest cutting the new timing chain cover gasket when replacing the timing chain to avoid having to remove the engine mount. This is for the 2.4L Ecotec engine. The part they are cutting does not contain rubber or seal anything. I am not sure why this part is even there. Is it a common practice to cut it? Is there any reason not to cut it? Picture on the left is the gasket and the right picture is with the piece cut out.
