No crank - question on testing ecm wire

2014 equinox 2.4

Just did an engine rebuild. Non running before due to timing chain.



No crank. No CEL comes on in dash. Scan tool won't communicate.



If I jump solenoid connections (solenoid out) it'll crank. Won't start even with key in start position.



12v batt voltage at solenoid pin 86. 10.3 at pin 85. In all key positions. Pin 85 should be grounded correct? Blue connector at PCM pin 63 is purple white wire. PCM grounds that wire to engage solenoid? 1.7v at 85 and 63 with other lead on ground. 0 ohms between pin 85 and pin 63.


This tells me purple/white wire is shorted to power, or the PCM is internally shorted to power, correct? Or am I not testing correctly?
