Liftgate won't stay open

My 2010 Eguinox has a tailgate actuator. My tailgate will not stay open, the tailgate bounces up & down for a few seconds after reaching the top, then closes completely. I've replaced the the actuator strut, however it still does not stay open. Anyone have any ideas what the problem could be ?

Did you replace both sides? One is normally not enough to hold it.

I did replace the other side as well.
