    I don't know if this would be helpful but #17 is your factory heated membrane and I assume it's where you would want to slip the aftermarker one.

    This might be of some help. If the fuse is good, I would start be removing the finish panel. You might have to pull the plastic part of the knob off.

    Should I replace starter?

    Could be but my first step would be to put a voltmeter on the battery terminals with the engine off and then again with it running just to be sure that the alternator is charging the battery. Those batteries are setup to crank multiple times without a charge.
