Fuse Number 47

I bought my 2014 Equinox LS six months ago. It displays "Service Power Steering" and "Service StabiliTrack." In addition, the engine light and StabiliTrack light come on the LCD. I scanned the vehicle and it shows U01001-00 lost communication with TCM. So, there is no communication between ECM and TCM. I believe I have some kind of ground issues or short somewhere. After checking the internal (inside the vehicle) and external (under the hood) fuses, I noticed the fuse number 47 under the hood which has been labeled as a spare fuse is receiving power on the both sides of the fuse number 47. After checking the owner's manual to validate the nature of fuse number 47 I discovered this fuse is designated to be used as a spare fuse. Therefore, that leads me with two questoins as follows:
1. Is this normal? If not, how is it possible, a spare place holder recieving power while it hasn't been designed for that?
2. Is is possible, this fuse has been rewired for another purpose? if so, can you give me some examples please?

P.S. All other fuses are just fine. I am referring to ECM and TCM so on and so forth.
