Fabric behind front door hinges above wheel wells

This fabric I assume is to buff road noise?
It's always wet and collects leaves and dirt. I see rust because of it. Is it ok to remove that material?

Have you checked to see if there is some opening on your wheel well side(outside) to see if water is getting in that way?
