12 volt Power outlets

2012 Equinox LTZ it seems that all the 12 volt power outlets in the car shut off with the ignition, is there a way to get at least one of them to stay powered up with the ignition off, so I can charge my phone when away from home?

I know the center console 12V outlet works when the car is off, i've been able to charge my phone while the car is off. The Owner Manual also gives a little bit of a hint.....
