Factory service manuals may not be the best choice for a vehicle owner. Assuming training and equipment not available to the average DIY owner/mechanic these specialized manuals may be of little use in some situations. I would suggest something perhaps a bit more useful but still comprehensive...
Without going into a short, book length explanation, the gauge is lying to you by design. An old school add-on gauge that reads directly from a water temp sensor will give you a true and accurate reading. The dashboard integrated PCM controlled one is designed to fib.

This seems to be extremely intuitive so perhaps I'm missing what your actual concern is. The manual spells it out plainly as well, is my take, it's doubtful a color manual would make it any more so. What exactly do you find confusing?
