There is a procedure to remove the airbag first, try "Google" unless
Brian, or somebody else, chimes in with the answers that you need.

This is something that I would recommend a shop doing for you. There is a pretty specific procedure. I know that a lot of body shops have had special training to deal with the air bags. Some instances/cased that a vehicle was being worked on and trying to take out steering wheel set off air bag resulting in injury.

They can go off without warning collision or not.
