Strange p0014 issue

I was pretty sure the problem was going to be the exhaust vvt sprocket but after seeing that the exhaust cmp angle will match the desired angle im not so sure now? Basically everything works fine until i shut the engine off then when i restart it the cmp angle is stuck at 0 again & i usually have to use my scan tool to command it to move before it starts working again? Anyone have any ideas as to what could be going on? The car has 214,000 miles on it & i have no idea about any of the previous maintenance. The oil was about a quart to quart & a half low when i got it? Srry for long post just wasnt sure what details matter & what didnt so i tried to write everything i did.
