Fuel Tank Strap Bolt Broke

I have 2011 Equinox LT AWD. Fuel tank straps rusted out. One of the rear bolts snapped on me. Started to loosen and then tighted up. Then it snapped. I wasn't applying that much pressure to it. Anyone now if its accesible from the trunk/rear under the carpet before I try drilling this out of the frame? Any ideas on next steps?
