I have an S23 Ultra (works perfect) and my wife just got an S24+. I don't think I connected hers to the car, I'll try to remember to see if it works ok.
my 2013 (same generation) had a similar issue and it turned out to be the driveshaft carrier bearing, located in the middle of the driveshaft. I do not recall any steering wheel feedback though.
If I unlock my car to release the hood latch, when I pen the hood i can hear some whirring etc. Same as when I turn the car off. I never worried about it. A few years back I would have been bird dogging the heck out of it! Good luck on your quest.

I would suspect many systems would not be available during charging, to speed up the charge rate. I don't have an EV, so this is just a guess. check the manual or with the dealer, hopefully you'll find the answer.

My 22 Bose is great as well. It wonders me if it is just the speakers that are upgraded, or the amp as well? If just speakers, the OP could upgrade those fairly easily.
Side note - don't buy a 2025 as it does not have the premium audio options, base system only. I think that is a huge mistake...
Make sure they do a load test on the battery - a quick test may not be accurate. TBH, if the battery is 5 years old, I would just replace it, as you will be doing that soon anyway. Costco has good prices if you are a member.
